Steven Segal gets his film carried by a professional Henry Cavil impersonator (Victor Webster).

The films opens with Segal infiltrating a compound full of terrorists, and fails in his job by only killing one terrorist and around 20 civilians. After that we skip a couple of years forward to Romania, where he’s neighbors to a Russian bargirl and her younger sister. Perving on them from time to time.

It isn’t until her brother gets involved that the movie becomes bearable. He is literally a budget Henry Cavil and plays the part perfectly. Eventually the family is targeted by Tzi Ma (one of the terrorists Segal didn’t kill) while Segal conducts hits on the Russian gang in the city, making it look like Triads attempting to provoke Tzi.

From there, it’s a normal Segal plot. Girls get trafficked, men have to rescue and make amends, Segal gets his ego stroked.
